Time-in-grade: Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. Example for a GS-12 position you must have served 52 weeks at the GS-11 level.

Specialized Experience (GS 15):

Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS 14) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience working with a wide range of analytical and evaluative methods, qualitative and quantitative, sufficient to accomplish complex studies assessing and improving program effectiveness; working with a full range of Federal laws, policies and regulations applicable to strategic capital asset planning including execution of portfolio business functions, capital resource allocation, and the annual federal budget production; communicating, both verbally and in writing, with internal and external high-level officials to negotiate effective solutions to complex and controversial capital asset/portfolio challenges.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.

You will be rated on the following competencies based on your application for this position:

Competency 1 - Knowledge of major capital asset functions and related legislative and organizational guidelines, principles, procedures and best practices.

Competency 2 - Planning and Evaluating: Ability to organize work, set priorities, and determines resource requirements; determine short- or long-term goals and strategies to achieve them; coordinate with other organizations or parts of the organization to accomplish goals; monitor progress and evaluate outcomes.

Competency 3 - Customer Service: Skill for accessing and resolving complex inquiries/issues/problems with internal and external stakeholders/customers, producing and delivering quality products and services.

Competency 4 - Knowledge of strategic capital asset planning, performance measurement and management principles necessary for program changes, modifications and effective implementation, with the accompanying execution of real estate/portfolio business functions, capital resource allocation, and the annual federal budget production.

Competency 5 - Ability to identify problems; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations.

Competency 6 - Ability to communicate effectively with internal and external high-level officials from both the private and public sector to negotiate effective solutions to complex and controversial capital asset/portfolio challenges within and outside the agency
