To qualify for this position you must possess at least one of the following minimum qualifications by close of the announcement:

Specialized Experience for the GS-09 grade level: You must have at least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience must include: researching and applying human resources management laws, regulations, practices, and procedures relating to recruitment and placement to include developing job analysis, assessment questionnaires, and vacancy announcements in an automated system, reviewing applicant qualifications, determining eligibility candidates for employment consideration, and providing advisory services to customers.

Specialized Experience for the GS-11 grade level: You must have at least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). In addition to the requirements for the GS-09, this experience must include: administering a wide variety of recruitment methods, utilizing various assessment tools to fulfill a recruitment request; developing job analysis; assessment questionnaires, and evaluating applicants against them; utilizing various hiring flexibilities providing advisory services to customers to include meeting with managers and employees at various levels to discuss sensitive issues; developing vacancy announcements in an automated system.

Specialized Experience for the GS-12 grade level: You must have at least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). In addition to the requirements for the GS-11, this experience must include: analyzing difficult HR personnel issues and recommending options regarding application of program flexibilities to specific organizational problems and operations; developing recruitment and position restructuring strategies to address specific resource or program needs; providing assistance in solving workforce issues and implementing organizational and procedural changes; participating in workforce management planning and analysis; conducting or participating in reviews of the unit's human resources management activities; preparing reports of findings and recommendations.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You will be rated for this job based on how well you meet the qualifications above.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education
To qualify for the GS-09 grade level based on education:

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. -OR- A combination of education and experience.

To qualify for the GS-11 grade level based on education:

EDUCATION: Successful completion of Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. -OR- A combination of education and experience.

You must include transcripts.

THERE IS NO EDUCATION SUBSTITUTION AT THE GS-12 GRADE LEVEL.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: This work is sedentary. Some work may require periods of standing, carrying of files or pamphlets and supplies. Incumbent may be required to travel to different parks/offices to provide HR services as needed.

Working Conditions: Work is performed in an office setting that is adequately lighted, heated and ventilated. The National Park Service has determined that the duties of this position are suitable for tele-work only with the supervisor's approval.
