    GS-9: You qualify for the GS-9 level (starting salary $56,233) if you possess one year of specialized experience equivalent to the GS-7 level performing duties such as: performing time, attendance and leave duties as the Divisions’ timekeeper; implementing administrative programs, principles and policies; reviewing correspondence and planning and preparing budget and procurement requests. OR

    Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR

    A combination of graduate level education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

    National Service Experience (i.e., volunteer experience)Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Time-in-Grade: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. Qualifications Must Be Met: The qualification requirements listed above must be met by the closing date of this announcement.

The competencies or knowledge, skills, and abilities needed to perform this job are:

    • Knowledge of Federal regulations, policies, procedures and rules affecting premium pay entitlements, time and attendance, leave programs information and operations to perform a variety of technical and administrative duties.
    • Knowledge and understanding of the various administrative services programs and the ability to implement regulatory, policy and procedural changes that impact programs.
    • Ability to effectively communicate both orally and in writing in order to formulate, present, explain and interpret policies, issues and procedures.
