Director of Human Resources Bethesda, MD The Director of Human Resources is responsible for the strategy and execution of AFP's Global Human Resources function to drive the acquisition, retention and deployment of human capital necessary to meet the strategic goals of AFP. The role is responsible for programs that support recruitment, benefits performance management, compensation, internal training/professional development, onboarding, HR technology, employee engagement and relations; as well as develop and execute strategies to support and strengthen AFP's culture and core values to ensure alignment with its strategic plan and organizational goals. A Typical Week May Look Like This Recruitment and On-boarding Responsible for full life cycle recruitment: works with hiring managers to identify functional needs and optimal structure to achieve AFP strategic and financial targets. Meets with all hiring managers to create and execute a recruitment strategy, identifying ideal candidate profiles, and finalizes approved job description and benchmarked salary for every role. Proactively identifies and makes recommendations on how to overcome roadblocks in recruiting process. Develops and maintains relationships with hiring managers, staffing agencies and vendors. Maintains recruitment files, maintains compliance within recruiting process, prepares offer packets and ensures smooth candidate journey. Develops and facilitates employee on-boarding process by working with individual hiring managers to create and schedule new hire orientation programs, ensures hiring managers develop 6 week on-boarding plans, maintains calendar for new hire trainings and conducts appropriate follow up to ensure new hires are properly onboarded. Benefits Administration Responsible for construction, selection and administration of all benefit and insurance programs, including all AFP sponsored benefit plans and third-party administrators, COBRA, FMLA, ADA and unemployment compensation benefits. Manages Workers Comp claims and files appropriate paperwork while maintaining on-going communication with employee. Establishes strong relationships with and ensures on-going communication with benefit and appropriate insurance providers. Leads and executes annual benefit renewal process. Prepares and presents calculations and recommendations for benefit updates and changes based on market data and research of similar organizations. Researches and solves problems concerning benefits and answers all employee inquiries in a timely manner. Prepares benefits side of payroll weekly and partners with finance to ensure a smooth payroll process. Maintains and updates benefits and payroll related documentation, including benefits summaries, employee self-service information and Sarbanes Oxley guidelines. Performance Management/Salary Administration Develops and executes AFP's ongoing performance management systems with a focus on developing staff, supporting and strengthening culture to drive organizational results. Works closely with AFP leadership and staff level managers to assure successful administration of all performance management systems. Responsible for annual job description updates, maintains up-to-date job descriptions for all positions and ensures ratings in HRIS are correct. Rates job descriptions and establishes salary ranges within the AFP Job Evaluation System and provides recommendations based on market pricing and benchmarks. Responsible for annual performance management, salary administration and incentive compensation processes. HR Administration Maintains up-to-date and compliant HR related files, and HRIS (ADP Workforce Now); leads and executes employee personnel file storage on and off site. Follows HR Record & Retention policy. Responsible for internal staff training and development efforts. Serves as a point of contact with trainers, tracks attendance and records training evaluations. Gathers data and participates in compensation and benefit surveys on behalf of AFP. Responds to employment verification, unemployment notices and related requests on behalf of AFP. Reviews and codes monthly HR invoices for approval. Responds to all HR related questions from employees in a prompt manner and within the same day and enforces HR policies. Responsible for and executes the AFP benefit on-boarding and out-processing of all employees. Provides counsel to HR staff, leadership team, supervisors and employees regarding employment matters. Develops Human Resources budget and forecasts; manages expenditures. Hires, trains, supervises and evaluates departmental staff consistent with AFP's People and Culture practices. Establishes departmental goals consistent with AFP's organizational objectives, strategic plan and core values. Is This You? Bachelors' degree in Human Resources, Business Administration or related field. Minimum of 8 years in a Supervisory/Managerial Human Resource role. SHRM- SCP or SPHR certification (preferred). Ability to influence and motivate others. Polished and professional appearance to represent the Association in public forums. Solves conflicts at the source. Facilitates the resolution of issues in a fair and ethical manner. Provides direction and support for staff in handling difficult situations. Identifies and considers human, time and capital resources and deploys them effectively and efficiently. Thinks about the future.
