  • This position is announced under the USDA Recent Graduates Program. To qualify, an individual must have completed within the last two years a qualifying associate's, bachelor's, master's, professional, doctorate, vocational or technical degree, or certificate from an accredited educational institution. For this position, the two-year eligibility period ends 90 days after the closing date of the announcement.

    Appointments will be made pursuant to the USDA Pathways MOU using the schedule D excepted service appointing authority provided in 5 CFR 213.3402(b). Applicants must also meet requirements that adhere to the qualifications standard established by OPM for this GS-0905 Attorney position which include the following:
    Applicants must have one (1) or more years' of legal experience after being admitted to the Bar. The candidate's experience must be equivalent to that of the duties of a GS-9 Attorney/Paralegal Specialist in the Federal Government. Applicant's experience would include: conducting investigation of facts; search for legal precedent; prepare legal documents or advisory opinions; and develop conclusions or recommendations.

    In addition to the legal experience above, applicants must provide proof of a law degree and Bar certification.
    Applicants must have a law degree from an ABA accredited law school and must present a copy of their diploma or transcripts as proof of law school graduation. Failure to provide the required documentation will result in non-consideration for the position.

    Applicants must be a member in good standing of the Bar and admitted to practice in the highest court of State, U.S. Commonwealth, U.S. territory or DC, and must provide evidence of their good standing of the bar and admittance to practice. Applicants must provide date of admission to the Bar, state, and license number. Failure to do so will result in non-consideration for this position.

    You must submit a writing sample with your resume. Submit a sample of your writing following the guidelines outlined below that reflects your ability to perform the duties of this position. Reflect carefully on the various documents you have written and submit a sample that best represents your level of competence in writing and how it supports the qualifications for the Attorney Advisor (Appeals Officer) position. Your Writing Sample will be considered with your other application materials to assess your qualifications.

    The Writing Sample must have been written within the last five years. The sample must be substantially your own work and should best reflect your ability to communicate in writing. NAD expects that legal written work goes through a draft writing and review process before publication, Please indicate parts of the document that required modification and editing.
    Length and Format of Document: Your document MUST be at least 3 pages but no more than 10 pages long (not including the cover page) in an MS Word program or PDF format. To ensure consistency in the length requirements of documents, the sample MUST be in a 12-point font, double spaced. For example, do NOT change a 20-page, double spaced document to a 10-page, single spaced document.
    You may use a portion of a larger work, but please be sure to indicate this in the cover page of your submission. Please ensure the portion of the document you submit will be understood by the reader as a stand-alone product.
