  • The incumbent will be required to become certified at Level III in the Contracting career field within 12 months, unless a Position Requirements Waiver is approved to extend the 12 months.
  • In accordance with the provisions of OGE SF 450, the incumbent of this position is required to submit initial and annual confidential statements of affiliations and financial interests
  • Recruitment Incentive may be authorized in accordance with regulatory requirements
  • Retention Incentive may be authorized in accordance with regulatory requirements
  • BASIC REQUIREMENT

    A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    EXCEPTION: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in DoD on or before September 30, 2000, are exempt from meeting the above listed educational requirement.

    You may qualify at the NH 03 pay band, if you fulfill the following qualification requirement:

    One year of specialized experience equivalent to the next lower grade level (GS-11)/pay band (NH-02) in the federal service (experience may have been gained in the private sector) which has given me the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is defined as: (1) Performing all pre-award/post award functions, using a wide range of contracting methods and types to procure complex and/or diversified commodities, services and/or construction. (2) Demonstrated knowledge and experience in soliciting and awarding contracts for commercial items; mastery of FAR Part 8 and 12, drafting and issuing request for quotes, evaluating quotes, conducting negotiations and issuing the award. (3) Effectively and efficiently managing/processing an average workload of 7 to 10 procurements to vary deadlines.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
