BASIC REQUIREMENTS: At the GS-14 level, you must have IT-related experience demonstrating each of the four competencies:
- Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must meet the basic requirements AND demonstrate that you have the required specialized experience for the respective grade level(s) in which you are applying:
A. Applicants must have at least one year of full time specialized experience equivalent to the GS-13 grade level in the Federal service performing duties such as: 1). Evaluating the utilization of staffing and funding resources in accomplishing program goals and objectives; 2). Studying and analyzing operation plans, acquisition strategies, management processes and related systems to establish resources requirements; 3). Supervising subordinates, supervisors, and employees; 4). Advising senior organizational personnel on IT decisions resulting in new programs, operational initiatives, develops of new state-of-the-art methodologies and techniques; and 5). Conducting studies and analysis of on-going programs and operations to develop new procedures and processes.
Quality Ranking Factor: For this position, the following Quality Ranking Factor is not mandatory, but is preferred. (MUST SUBMIT PROOF OF CERTIFICATION)
- Possession of a current Project Management Professional (PMP) Certification.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
