    To qualify for the GS-15 you must meet the Basic Requirements AND the Specialized Experience.

    Basic Requirements

    1.  Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; OR 12 semester hours in one of the above disciplines AND 12 semester hours in statistics/quantitative methods.

    OR

    2.  Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown above, plus appropriate experience or additional education.

    OR

    3.  Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

    In additional to the basic requirements, all qualified applicants must also meet the specialized experience for this position.

    Specialized Experience 

    To qualify for the GS-15 grade level, applicants must have 52 weeks of specialized experience at the next lower grade level, GS-14 in the Federal Service.

    Specialized experience is defined as experience planning and distributing work, managing staff, AND one of the following areas of experience related to international labor or development issues: work on research, analysis, and reporting; OR oversight of technical cooperation programming.

    Evaluation Factors (Competencies) - All qualified applicants will be evaluated on the following key competencies:

    Program Planning and Management - Organizes work, sets priorities, and determines resource requirements; determines short or long term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

    Policy - Expert understanding of federal government laws and international standards that govern child labor, forced labor and human trafficking.

    Coordination Representation - Effectively coordinates between elements of the Department, US Government agencies, nongovernmental organizations, and regional and international organizations for the purpose of accomplishing an objective. 

    Reports Production/Technical Cooperation - Oversees research and makes recommendations to the Director of OCFT, and the office of the deputy Undersecretary for international affairs and the office of the Secretary.

    Supervision and Management - Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner. 

    The information you provide may be verified by a review of your work experience and/or education, by checking references and through other means (ex. interview).  Your evaluation may also include a review by an HR Specialist or panel and may include other assessment tools (ex. interview, structured interview, written test, work sample, etc).  The examining Human Resources Office (HRO) makes the final determination concerning applicant ratings.  Your resume MUST provide sufficient information to substantiate your vacancy question responses.  If not, the HRO may amend your responses to more accurately reflect the level of competency indicated by the content of your resume.If you meet the minimum qualifications, you will be evaluated against the evaluation factors below and will be placed into a category based on your vacancy question responses.
