  • SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-9) or equivalent. Specialized experience must include knowledge of management and organization principles and theories, including standardized administrative practice and procedures common to the legal offices with ability to maximize effectiveness and efficiency in creating and/or modifying law office processes, structures, records or file systems, and role/responsibilities among office personnel; skill in applying conventional methods to gather, analyze, and evaluate information concerning management and administrative processes, draw conclusions, and recommend appropriate action; ability to function with competing demands (sometimes from multiple sources), prioritize appropriately, and seek guidance when needed as to priorities and/or flexibility in deadlines; and ability to operate various computer systems and associated peripheral equipment.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Knowledge of office administration and management. Skill in applying analytical and evaluative techniques to identifying, considering, and resolving office management or administrative issues or problems (particularly of a procedural nature).
    2. Working knowledge of federal government Department of Defense and Air Force organization, structure, and chain of command; general
    knowledge of federal and Air Force operating guidelines. Of particular benefit is knowledge of records management, including FOIA.
    3. Practical knowledge management and information retrieval, particularly including computer database search and Internet search for both
    records and data relevant to job functions.
    4. Ability to operate various computer systems and standard business software, particularly Microsoft Office suite (Outlook, Word, Excel, Power Point) and Adobe (PDF), and associated peripheral equipment. Must include the ability to create and utilize documents (Word), databases,
    spreadsheets and presentation graphics in support of transactions and presentations intended for a senior/high visibility audience.
    5. Skill in written and oral communication. Knowledge of interpersonal and public communication skills sufficient to communicate effectively
    both orally and in writing. Experience/skill in interacting with senior level officials.
    6. Ability to independently analyze information, determine action needed to address, and follow through either to obtain additional guidance or take action to complete tasks/projects. Knowledge of funds management procedures, limitations on funds usage, recordkeeping and reporting and auditing requirements.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

    FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.

The program also promotes cutting-edge Alternative Dispute Resolution methods and resources to improve conflict management across all disciplines (contracts, international, management-employee, and more).
