    SPECIALIZED EXPERIENCE REQUIREMENTS

    A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

    GS-9: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-7 grade level in the Federal service.  Specialized experience is defined as providing administrative assistance with an organization structure, staffing patterns, training, assistance with collecting, and updating spreadsheets to finalize reports relative to an office.

    GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-9 grade level in the Federal service.  Specialized experience is defined as supporting an office in gathering information, identifying and analyzing issues, and developing recommendations based on procedures and guidelines to resolve administrative problems.

    GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service.  Specialized experience is defined as advising management on policies and procedures related to human resources management and training and career development plans.

    Your application and resume should demonstrate that you possess the following knowledge, skills and abilities (KSAs). Do not provide a separate narrative written statement. Rather, you must describe in your application how your past work experience demonstrates that you possess the KSAs identified below. Cite specific examples of employment or experience contained in your resume and describe how this experience has prepared you to successfully perform the duties of this position.     1. Knowledge of Executive Secretarial grammar, writing, and editing practices and skill in professional writing techniques, which are demonstrated in review of written guidance, instruction, and evaluation. 
    2. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by the administrative or professional personnel, or substantive administrative support functions )i.e., internal activities or functions such as supply, budget, procurement or personnel which serve to facilitate line or program operations).
    3. Knowledge of automated data processing techniques and data base management applications to collect, maintains, and updates spreadsheets and to develop management reports.  Ability to collect, assembles, correlate, and analyze operational data and to made recommendations concerning work methods, procedures and work tasks.
    4. Knowledge of organizational methods and structures to analyze organizational restructuring plans and organizational efficiencies,  Skill in oral and written communication techniques to brief Office Directors, Deputy Director, and Supervisor on human resource requirements and to develop written operation procedures. 

    "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.

    CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section.

    GS-9 master's or equivalent graduate degree

    or

    2 full years of progressively higher level graduate education leading to such a degree

    or

    LL.B. or J.D., if related

    GS-11 Ph.D. or equivalent doctoral degree

    3 full years of progressively higher level graduate education leading to such a degree

    or

    LL.M., if related

    There is no educational equivalent for the GS-12.

    You will be evaluated for this job based on how well you meet the qualifications above.

    The Department of Energy uses an application tracking system to evaluate the responses you provide in the applicant assessment questionnaire to determine if you meet the minimum qualifications necessary for this position.
