  • For GS-09 Grade Level:

    1. Have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private or public sector providing assistance to attorneys to ensure appropriate disposition of administrative claims and cases; assisting with development and evaluation of administrative claims and litigation cases by preparing legal documents that justify the actions and positions; assisting with researching, identifying, analyzing and summarizing pertinent facts from case reports, legal decisions and organization precedents; assisting with preparation of routine matters or legal proceedings that involve the organization; using legal databases to conduct research and locate pertinent case law, statutes, regulations and policies; and organizing evidentiary materials and maintaining large litigation files.

    OR

    2. Have a master's or equivalent graduate degree OR 2 full years (36 semester hours or equivalent) of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related from an accredited college or university in fields such as law, criminal justice, paralegal studies, business administration, political science or other fields that provide the knowledge, skills and abilities necessary to perform the work of this position. NOTE: Applicants must submit a copy of official or unofficial transcript(s).

    OR

    3. Have a combination of specialized experience and graduate education. You can use this option if you have some specialized experience but less than one year and have more than one year but less than two years of education as described above. If your education is currently described in quarter hours, convert them to semester hours by multiplying by 2/3rds. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) NOTE: Applicants must submit a copy of official or unofficial transcript(s).

    For GS-11 Grade Level:

    1. Have at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector applying laws, court and/or administrative decisions and interpretations, rules, regulations, policies and procedures pertaining to the administration of legal programs; assisting attorneys with processing, investigating, adjudicating and asserting claims; assisting attorneys to prepare for hearings/trials by compiling, organizing and indexing evidentiary materials; using legal databases to conduct research and locate pertinent case law, statutes, regulations and policies; preparing drafts or legal documents (e.g., memoranda of law, discovery responses, subpoena requests, etc.); researching, identifying, analyzing and summarizing pertinent facts from case reports, legal decisions and organization precedents; and tracking cases through a legal database or other data management program.

    OR

    2. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related from an accredited college or university in fields such as law, criminal justice, paralegal studies, business administration, political science or other fields that provide the knowledge, skills and abilities necessary to perform the work of this position. NOTE: Applicants must submit a copy of official or unofficial transcript(s).

    OR

    3. Have a combination of specialized experience and graduate education.     Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

    Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

    Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
