Multiple positions may be filled from this announcement. Develops, implements and supervises an extensive array of prevention-based programs for multiple populations, ages, and interests at multiple sites within a designated geographical region. Programs and services are designed to meet identified community need. Ensures all facilities within the region are available, accessible and fully utilized by the community. Ensures programs and services are aligned with established human services system and agency strategic priorities. Identifies and analyzes operational and/or process problems, working with staff to evaluate alternatives and implement appropriate solutions. Ensures full implementation of community-based partnerships at regional facilities. Manages the staff and resources needed for operational management. Serves as the subject matter expert and primary contact for direct program and service issues within the region. Develops comprehensive strategic priorities, program standards, and process improvements. Manages the staff and resources needed for operational management. In collaboration with the regional manager, develops, interprets, and administers policies and procedures to ensure best practice strategies and proper implementation by staff. Leads, coordinates, collaborates, and participates in cross-functional, cross-system, and cross-agency teams. Recruits, hires, trains, and supervises facility directors assigned with implementing defined agency and human services initiatives at a direct service level. Ensures established personnel policies are communicated and implemented. Works under the general direction of the Neighborhood and Community Services (NCS) Regional Manager.

Schedule: Employee may be required to respond to emergencies and to work evenings and weekends to accommodate community and programmatic needs. Flex schedule is necessary, but occasional compensatory time can be earned.

Note: the salary will not exceed the midpoint of the advertised salary range.

Illustrative Duties
  • Manages and implements a variety of prevention and evidence-based programs and services for population groupings (youth, teens, adults, seniors, etc.).
  • Implements annual service plans and leads the evaluation of outcome achievement.
  • Plans, organizes, directs and coordinates programs.
  • Implements and modifies program policy as necessary.
  • Manages staff and resources for operational management.
  • Recruits, hires, train, and supervise staff assigned to implement defined agency and human services initiatives at a direct service level.
  • Researches and analyzes best practices for multiple service populations.
  • Serves as primary contact for direct program and service issues within the region.
Required Knowledge Skills and Abilities
  • Knowledge of the principles and practices of prevention-based and evidence-based programs; principles of community organization, fiscal and budget management, and supervision;
  • Ability to plan and develop prevention-based programs in community setting;
  • Ability to manage facility allocations;
  • Ability to schedule facilities;
  • Ability to maintain effective relationships with employees and the general public;
  • Ability to write clear and concise reports;
  • Ability to conduct needs assessments, policy development, and quantitative analysis.
Employment Standards MINIMUM QUALIFICATIONS:
Graduation from an accredited four year college or university with a bachelor's degree in social services or human services, or with major course work in a specialty that confers within a community-based service delivery setting (for example, child development and family studies, education, public administration, recreation), or other related field; plus four years of professional experience in the social services, human services, or other community-based service delivery service or setting; two of which included supervising professional staff. A master's degree in an appropriate field may be substituted for one year of the required experience.

REQUIRED CERTIFICATIONS AND LICENSES:
A valid driver's license. Eligibility to drive a county vehicle is required.

NECESSARY SPECIAL REQUIREMENTS:
Appointee must complete a criminal background check, and a check of the Child Protective Services Registry to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
  • Master's degree in recreation, public administration, or human services-related fields.
  • Four years of progressively responsible professional experience in wok related to recreation management, social work, and/or community development.
  • Knowledge of the theories and principles of: recreation in a human services environment; prevention; integrated service delivery; community building and engagement; collective impact; results-based accountability; and inclusion.
  • Demonstrated experience in the following areas: managing staff and teams; experience and knowledge of working from a team-based approach; managing facilities; program development; working with diverse populations; designing and evaluating programs and services, particularly in the areas of prevention and community building; performance management; and financial management.
  • Ability to: communicate effectively both orally and in writing; develop and present effective presentations to department staff and management, senior county management, or the public; management projects from conception to completion; facilitate effective teams; communicate and coordinate across functional boundaries; build coalitions of support through negotiation and influence, and deal constructively with conflict and develop effective resolutions.
  • Bilingual or multilingual capabilities are preferred.
PHYSICAL REQUIREMENTS:
Work is generally sedentary. However, employee may be required to do some walking, standing, bending, and carrying of items under 25 pounds in weight. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community. Duties can be performed with or without reasonable accommodations.
