Prepares agency budget request, third quarter and carryover packages. Prepares quarterly budget reviews for all agency divisions. Prepares monthly expenditure reports; monitors budget; reconciles monthly postings, prepares payroll accruals and makes necessary journal entries. Prepares reports for senior managers to use as management tools including: financial forecasting, expenditure trend analysis, cost- benefit analyses and estimates of fiscal impacts from implementing new programs, policies or mandates. Successfully resolves problems in a team based environment and balances multiple priorities and tasks to meet established deadlines. Duties are performed with limited supervision.

Illustrative Duties
  • Prepares and/or analyzes financial data and makes recommendations;
  • Plans, organizes and participates in the reconciliation of funds;
  • Prepares long range revenue and expenditure estimates necessary to forecast economic feasibility of various projects;
  • Reviews and verifies postings to appropriate ledgers and subsidiary accounts;
  • Prepares or assist development of the agency budget and monitors budget status.
Required Knowledge Skills and Abilities
  • Knowledge of generally accepted accounting principles;
  • Ability to prepare, interpret and analyze financial reports and statements;
  • Ability to develop and apply budget, procurement, and payment procedures in accordance with established county policies.
Employment Standards MINIMUM QUALIFICATIONS:Any combination of education, experience and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus two years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.

PREFERRED QUALIFICATIONS:
Requires strong analytical, computer, oral and written communication skills. Demonstrates ability in the areas of financial management, program support and data analysis. Knowledge and experience in monitoring and projecting revenues and expenditures, technical analysis, and financial reconciliation. Considerable experience using Microsoft Office Suite, and governmental budgeting and financial systems.

PHYSICAL REQUIREMENTS:
This position is generally sedentary in nature however does require one to be able to stand, stoop, reach, walk, and climb stairs; may require lifting up to 15 lbs. Requires ability to sit for long periods at a work station; must be able to operate keyboard driven equipment and computer. Visual acuity is required to be able to read data on a computer monitor. All duties are performed with or without reasonable accommodations.
