    To be considered at the GS-14 level: Applicant must have one year of specialized experience equivalent to at least the GS-13 grade level in the federal service. Examples of specialized experience include: managing cost, schedule, and performance of a project or program; optimizing system design and logistics support for minimum acquisition lifecycle cost; operating as a member of a system Configuration Control Board or source selection; developing project plans such as the Project Management Plan, Logistics Plan, Acquisition Plan, Test Plan, etc.

    Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

    We will review your résumé and supporting documentation to ensure you meet the basic qualification requirements. If you meet the minimum qualifications, you will be referred for consideration. The following competencies or knowledge, skills, and abilities are needed to perform this job:

    • Comprehensive knowledge of project and organizational analysis principles, methods, practices, and techniques; analytical methods; and interpersonal relations practices.  
    • Knowledge of analytical and evaluative methods plus a thorough understanding of how regulatory programs are administered to select and apply appropriate program evaluation and measurement techniques in measuring and evaluating Level I major acquisition projects or programs.
    • Thorough knowledge of quantitative and qualitative methods and techniques to develop performance standards covering the agency surface acquisitions' functions and missions
    • Knowledge of acquisition process including rules, regulations, policies and procedures of various fields such as logistics, engineering, and overhaul and repair, to recommend /establish operating policies and practices for the Product Line.
    • Ability to adapt to changing requirements of the asset systems and the changing environment of the organization; and to review that evaluate the technical and administrative projects of the cells.
