    SPECIAL REQUIREMENTS:
    You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

    Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.


    NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

    This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601.     MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). SFCS represents a diverse set of occupations, including adjudication, counterintelligence, information systems, law enforcement, polygraph examination, security, engineering (civil, electrical, facilities and mechanical), logistics, installation management and emergency management. Applications should demonstrate qualifications by providing specific examples and associated results, in response to the announcement's criteria and responsibilities of the work role specified in this vacancy announcement. NGA seeks proactive pay band 3 Counterintelligence (CI) Officers to detect, analyze, and mitigate foreign intelligence and international terrorist threats affecting NGA personnel, technologies, infrastructure, and/or capabilities. They conduct CI inquiries; support investigations; research and analyze data; provide CI training and awareness; and conduct briefings and debriefings. They also monitor security incidents; coordinate damage assessments; advise NGA leadership; and liaise with the Intelligence Community, Federal agencies, and law enforcement agencies. They may specialize in cyber warfare, technical support, insider threat, collection, production, vulnerability threat and risk assessments, and network auditing. Responsibilities of this position may include, but are not limited to: 1. Applies comprehensive collective counterintelligence methods to gain information about an opponent's various intelligence collection capabilities that might be aimed at an entity. 2. Applies complex defensive counterintelligence methods used to prevent adverse efforts by hostile intelligence services to penetrate the service. 3. Applies complex counterintelligence methods used to identify an adversary's attacks against a system and consistently takes measures to manipulate or stop such attacks.

    DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

    NGA is seeking highly-motivated professionals with experience related to these areas: 1. Demonstrated expert knowledge of the Intelligence Community (IC) and its components, missions, and interrelationships, including a superior ability to lead broad-based teams regarding key issues with detailed knowledge/experience in planning, developing, and implementing counterintelligence, physical/industrial security, cyber, and/or technical security programs and policies. 2. Experience conducting or supporting counterintelligence investigations supporting the Department of Defense or US Intelligence Community or conducting/coordinating investigations with appropriate elements within the Law Enforcement or US Intelligence Communities. 3. Demonstrated superior knowledge of ODNI and DoD Counterintelligence policies, and knowledge of CI activities including collection, investigations, CI Cyber, and Technical Surveillance Countermeasures. 4. Proven ability to lead and guide analysis, collection, and counterintelligence initiatives to address priority intelligence gaps and counter foreign intelligence threats. 5. Demonstrated excellent written, oral communication, and critical thinking skills, as demonstrated by the ability to articulate complex issues to a wide audience and develop products for senior officials. 6. Performing consistently and steadily; achieving positive and concrete results over time (Drive for Results). In addition, the following experience is desired for these opportunities: 1. Currently or previously credentialed Counterintelligence Officer or Special Agent with 10+ years experience. 2. Demonstrated progressive counterintelligence experience with an emphasis on the ability to lead team of investigators conducting inquiries and/or investigations. 3. Knowledge of technical threats posed by foreign intelligence services; experience in anti-terrorism/force protection. 4. Security and technical certifications such as CEH (Certified Ethical Hacker), GIAC (Global Information Assurance), Security Plus, CISSP (Certified Information System Security Professional), TCP/IP (Transmission Control Protocol/Internet Protocol) and ACL (Certified Data Analyst). 5. Bachelor's Degree in International Relations, Computer Science, Criminal Justice, Criminology, Police Science, or a related field. 6. Demonstrated interpersonal, organizational, and problem-solving skills; ability to build and leverage professional networks; and ability to work effectively both independently and in a team/collaborative environment.
