Bureau of Health Workforce - BHW helps America build a health care workforce prepared and eager to improve the public health by expanding access to quality health services and working to achieve health equity.

Bureau of Primary Health Care - BPHC funds Health Centers in communities, providing access to high quality, family oriented, and comprehensive primary and preventive health care for people who are low income, uninsured, or living where health care is scarce. Health centers provide care on a sliding fee scale and see patients without regard for their ability to pay.

Federal Office of Rural Health Policy - FORHP promotes better health care service in rural America. The Office works both within government at federal, state and local levels, and with the private sector, with associations, foundations, providers and community leaders to seek solutions to rural health care problems.

Maternal and Child Health Bureau - MCHB administers the Maternal and Child Health Block Grant to States and discretionary grants that ensure that the Nation's women, infants, children, adolescents, and their families, including fathers and children with special health care needs, have access to quality health care.

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
3. Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions;
5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

In order to qualify for this GS-12 Public Health Analyst position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:

1. Monitoring opioid addiction, prevention, and treatment services programs for effectiveness and provide reports on potential issues, deficiencies, etc.;
2. Collecting and compiling qualitative and quantitative data related to opioid addiction, prevention and treatment service delivery data and provide summary report of findings; and
3. Providing technical assistance and guidance to internal and external stakeholders at the state and local level on public health legislation, policies, procedures and regulations related to the opioid health crisis.

In order to qualify for this GS-13 Public Health Analyst position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:

1. Conducting short and long term strategic planning for opioid treatment service delivery programs, initiatives and special projects;
2. Establishing program standards, policies, strategies, goals, and evaluation plans for opioid addiction, prevention and treatment programs;
3. Collecting and interpreting data and information related to cultural, environmental, social, economic, and other factors that impact opioid service delivery programs to identify and implement solutions; and
4. Coordinating and leading workgroups, focus groups, learning sessions, etc. for stakeholders at state and local levels to facilitate the promotion and improvement of opioid service delivery programs public health programs to underserved populations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
