Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

GS-15 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS-15 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You may qualify at the GS-1102-15 level, if you fulfill the following qualifications:

BASIC REQUIREMENTS

All applicants must meet one of the following basic requirements:

A) Successfully completed all mandatory training prescribed by the head of the agency for progression to GS-
13 or higher level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the GS-14 level of the position; and must have provided the knowledge, skills, and abilities to perform successfully the work of the position; AND Successful completion of a full four-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: Applicants must submit a copy of their transcripts for verification.

OR

B) On January 1, 2000, held a position in the Federal service in the GS-1102 Contract Specialist series and
position was held at the grade 13 or higher. Applicants must have continually held this occupational series
since January 1, 2000. NOTE: In order to qualify for promotion to a higher grade you will have to meet
the basic requirements and specialized experience requirements for this position (MUST SUBMIT YOUR SF-50)

SPECIALIZED EXPERIENCE

In addition to the Basic Requirement listed above, all applicants must possess the following specialized experience to be considered minimally qualified for this GS-15 position:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service performing duties such as 1.) Planning, developing, and establishing of long and short range procurement and contracting plans, strategies, and approaches for overall acquisitions and life cycle programs; 2.) Use of data analytics to manage and support procurement or related activities; 3.) Developing procurement policies, regulations, procedures, instructions, and business rules; and 4.) Providing guidance, suggestions, recommendations, and problem resolution strategies personally and through subordinates to leadership and supervisors at all levels

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirements for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the
qualification requirements, you must show that the education credentials have been evaluated by a private
organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
