Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. GS-12 - Applicants must have at least one year of specialized experience equivalent to the grade 11 level or above in the Federal service. Specialized experience is assisting in the performance of analytical and management support duties related to the administration of Freedom of Information Act (FOIA) and Privacy Act (PA) programs.

GS-13 - Applicants must have at least one year of specialized experience equivalent to the grade 12 level or above in the Federal service.  Specialized experience is experience performing a variety of analytical and management support duties related to the administration of Freedom of Information Act (FOIA) and Privacy Act (PA) programs. 

Applicants must have met the qualification requirements (including selective placement factors - if any) for this position within 30 calendar days of the closing date of this announcement.

Applicants eligible for ICTAP (Interagency Career Transition Assistance Program) must achieve a score of 85 “well qualified” for this position.  For more information, click here.

  1. Skill in analyzing written requests for information to determine the nature of a request, it’s exempt or non-exempt status under FOIA/PA and the best source(s) for the requested information. 
  2. Skill in writing, editing, and the correct usage of English.
  3. Ability to explain the applicability of the FOIA and Privacy Acts, and Corporation policies and procedures related to the Acts or the administration of the FOIA/PA programs.
  4. Ability to perform research and select information relevant to FOIA/PA requests.
  5. Knowledge of the functions, activities, procedures and policies in order to administer the FOIA/PA requests efficiently.
  6. Ability to conduct negotiations with requesters and agency staff in responding to FOIA/PA requests.

You do not need to respond separately to these KSAs.  Your answers to the online questionnaire and resume will serve as responses to the KSAs.
