  • You qualify for the GS-09 grade level (starting salary $56,233) if you possess one the following:

    One full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained in either the public or private sectors) performing performing the following duties:
    1. Working with managers and senior human resources specialist to collect information to support and ensure a smooth recruitment process.
    2. Using an automated personnel systems such as USA Staffing, EmpowHR, and other automated personnel systems designed to extract personnel data.
    3. Assisting senior human resources specialists in answering and providing information on human resources related actions and policies.
    --OR--
    A master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a related field that provided the knowledge, skills, and abilities to do the work of the position. NOTE: You must submit a copy of your college transcripts (official or unofficial) to support your claim.

    --OR--
    A combination of specialized experience and graduate education as described above, when combined; equal 100% of the qualification requirement. NOTE: Only graduate education in excess of the first 18 semester hours may be used in this calculation.


    You qualify for the GS-11 grade level (starting salary $68,036) if you possess one the following:

    One full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
    1. Preparing written responses to inquiries and requests for information related to human resources, policy, program initiatives and practices.
    2. Using an automated personnel systems such as USA Staffing, EmpowHR, and other automated personnel systems designed to conduct recruitment and staffing actions.
    3. Applying personnel management principles and policies to solve problems or recommend action.
    4. Coordinating with management to schedule interviews and onboard new hires.
    --OR--
    Completed three full years of progressively higher level graduate education leading to a Ph.D.; or successfully completed a Ph.D.; or equivalent degree, e.g., LL.M., at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work of the position.

    --OR--
    Have less than one year of experience and less than 3 years of graduate level education as described above, but have a combination of specialized experience and graduate level education beyond the Master's level that when combined, equals at least 100% of the total requirement.


    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

    Time-in-Grade
    Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by closing date of this announcement.

    Submit a copy of your most recent Notification of Personnel Action (SF-50) that demonstrates your eligibility for consideration, e.g., length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, with-in grade/range increases); your current promotion potential; proof of permanent appointment if applying based on an interchange agreement; etc. Please note: While a General Adjustment and/or Award SF-50 may be your most recent SF-50 it typically DOES NOT show proof of Time in Grade. Thus, you may have to submit more than one SF-50 as proof of Time in Grade.
