As the Dulles Toll Road Financial Technician, you will perform a variety of financial review functions including maintaining records, coding revenue and expenditures, and performing reconciliations of Dulles Toll Road financial transactions.

Dulles Toll Road Financial Technician

Serves in the Finance Department of the Dulles Toll Road (DTR) office located in McLean, VA.

Independently performs regular and recurring functions on a day-to-day basis related to the maintenance of the accounts for budgeting, disbursing, and accounting funds; processes transactions; and maintains associated records and documents. Performs related functions.

GENERAL RESPONSIBILITIES

Monitors and reconciles toll revenue collected; audits toll collectors, coin counting personnel, vaults and the Toll Revenue Collection System in accordance with DTR cash handling and reporting policies and procedures.

Conducts daily audit of Non-Revenue transactions reported and reviews the Daily Collector Trial Balance Report and the Vault Trial Balance, identifying toll collectors that meet the applicable variance thresholds.

Conducts daily audit of the Coin and Vault deposits, identifying vaults that meet the applicable variance thresholds.

On a monthly basis prepares several reports including a Traffic and Revenue Report.

Maintains multiple databases to include violations, toll disputes, traffic, revenue, deposits, cash and audit variances.

Collects, counts, tracks, and records deposits of all revenue not accounted for in Automated Revenue Collection System (ARCS) and investigates variances.

Maintains files of all daily reports, and sends daily folders to Records Retention, monthly.

Daily, reviews the Lead Coin Counter (DTR) Operating Fund Audit Report and the Toll Collector Issued Fund (cash bag verification) report; reports and resolves variances.

Performs a random audit of the Operating fund, weekly.

Researches and responds to all customer claims and requests to dismiss EZ Pass charges and toll violations within 48 hours.

Verifies daily deposit sheets, and informs DTR management of daily bank reconciliation.

Identifies possible fraud through daily reports, and notifies management of findings.

Conducts Coin Vault clean-up to collect coins from vault housings; reports and deposits.

Performs other duties as assigned.


QUALIFICATIONS

Four years of progressively responsible experience in basic accounting or bookkeeping including using/creating spreadsheets to track, monitor, and reconcile cash discrepancies.

Knowledge of and ability to conduct audits, accounting analysis, and work as part of a team to evaluate detailed information from numerous sources.

Knowledge of and ability to apply generally accepted accounting principles, practices, methods, and techniques to properly record, analyze, and reconcile transaction and revenue discrepancies and identify trends or patterns.

Skill in basic mathematics.

Ability to make detailed analyses of data and information and recognize subtle aspects of numeric patterns and trends.

Ability to speak and write effectively.

Skill in using a computer and modern office suite software, with emphasis on Excel.


PREFERRED QUALIFICATIONS

An Associate's Degree in Accounting or Business Administration.

Knowledge of an enterprise financial system such as Workday.


EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).


CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.
