    Basic Requirements:
    • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
    • English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Policy
    • Basic experience and education:
      1. Experience: Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or
      2. Education: one year education above high school; or
      3. Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. (Foreign Education: To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U. S. programs.)
    NOTE: Grandfathering Provision: All MSAs employed in VHA in this occupation on the effective date of this qualification standard (June 7, 2012) are considered to have met all qualification requirements for the title, series and grade held, that are part of the basic requirements of the occupation

    In addition to the Basic Requirements, to qualify for this position at the GS-06 you must meet the following Grade Determination Requirement.

    Grade Determinations: One year of experience equivalent to the next lower grade level (GS-05) that demonstrated the knowledge, skills, and abilities (KSAs) associated with current MSA responsibilities. The qualifying experience includes but not limited to: scheduling, canceling, re-scheduling patient's appointments and/or consults; entering no-show information; monitoring the electronic wait list; preparing for clinic visits; monitoring both inpatient and outpatient appointments for areas of responsibility; ensuring encounter forms are completed in order to obtain appropriate workload credit; verifying and updating demographics and insurance information; processing all emergency and non-emergency transfers to other facilities or private hospitals; performing basic eligibility, co-pays and pre-authorization requirements for specific coverage.

    Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs below:
    • Ability to collaborate, communicate, set priorities, and organize the work in order to meet deadlines, ensuring compliance with established processes, policies, and regulations.
    • Ability to communicate tactfully and effectively, both orally and in writing, in order to meet program objectives. This may include preparing reports in various formats and presenting data to various organizational levels
    • Advanced knowledge of the technical health care process as it relates to access to care.
    • Advanced knowledge of managing a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.
    • Advanced knowledge of policies and procedures associated with operational activities that affect the patient flow, patient care, and the revenue process.
    • Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.

    Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. May be some walking, standing, bending, carrying of light items such as papers, books, small parts or driving an automobile, etc. There are no special physical demands required to perform the work.
