  • This is a Critical Acquisition Posn. Unless waived, (1) Must be a member of an Acquisition Corps, be able to obtain membership w/n 6 months or secure a waiver prior to assignment unless meet all requirements for membership except grade
  • (2) Must execute a written agreement to remain in federal service in this posn for at least 3 years. The employee does not forfeit any employment rights, nor alter any other terms or conditions of employment
  • (3) Must meet level 3 certification requirements or be able to meet them within 24 months of assignment. (4) Must engage in acquisition continuous learning activities achieving 80 Continuous Learning Points every 24 months
  • Must within 30-days of assuming this posn and annually thereafter, file an OGE-450 Confidential Financial Disclosure Report. Must attend annual ethics and procurement integrity training

  • SPECIALIZED EXPERIENCE: Applicants must have at least one 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience is experience in systems engineering experience in the area of acquisition, design, development, integration, test, and/or sustainment of aeronautical weapon systems, subsystems, and/or equipment. NOTE: Official transcripts are required. Due to the use of 90-day rosters, this period of experience may be completed within 90 days of the closing date of this announcement.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    • Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, equipment, and of system engineering and efforts required to achieve and preserve operational safety, suitability, and effectiveness (OSS&E) in systems or end-items.
    • Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds.
    • Knowledge of electrical, mechanical, aeronautical, and materials engineering, modeling and simulation, hardware component and system testing, and flight and laboratory testing to assess interrelated requirements and impacts.
    • Broad knowledge and experience of related engineering disciplines such as systems engineering, computer science, electromagnetic phenomenology, etc., to assess weapon system capability.
    • Skill in organizing, leading and integrating the efforts of other experts and specialists is required to develop new concepts and approaches; solve very complex interdisciplinary problems, develop new policy; and define new programs/technical plans and requirements.
    • Ability to communicate effectively, both verbally and in writing, to represent Division, Directorate, Life Cycle Management Center and the Air Force and to develop, present, and justify technical issues, points, policies, processes, and plans as necessary in serving on committees, working groups etc.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

    Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items.
