    CT-14: 

    To qualify at the CT-14 grade level, you must have at least 1-year specialized experience at or equivalent to the CT-13 grade level. Specialized experience is defined as and must include experience: 1) assessing, analyzing and making recommendations regarding organizations’ training needs; 2) serve as an advisor and technical authority on employee training programs; 3) designing and conducting training and career development programs to improve individual and organizational performance.
