  • To qualify for this position at the grade GS-11, you must meet at least one requirement below:

    A. Education: Ph.D. or equivalent doctoral degree or completed at least three full academic years of progressively higher level graduate education leading to a Ph.D. or LL.M. if related, or equivalent doctoral degree in human resources, business, public administration, management, or a directly related field of study which demonstrates the knowledge, skills, and abilities required by this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study.

    B. Specialized Experience: Have at least one full-time year (12-months) of specialized human resources work experience at or equivalent to the GS-9 grade level in the Federal service (obtained in either public or private sectors). Examples of qualifying experience are as follows:
    • Assisting in the development and execution of project plans and change management strategies for the challenges faced by clients implementing an automated system.
    • Maintaining effective working relationships with client agencies through regular meetings and site visits.
    • Providing system demonstrations and/or training and coaching on basic system functionality to customers both on-site and virtually.
    • Coordinating new user training including scheduling trainers, communicating with the customer, maintaining the training schedule, and reviewing course evaluations.
    • Assisting higher-graded Account Managers/Project Managers working with the customer to define problem statements and gather preliminary requirements for basic system enhancement requests.

    C. Combination of Education and Experience: You may qualify for this position if you have a combination of the education described in "A" above and specialized experience described in "B" above such that the percentage of required experience plus the percentage of required education equals 100%. (To calculate, first determine your total number of graduate semester hours, and divide that number by 18. Next, divide the total number of months of qualifying experience by 12. Then, add your percentage of education and experience. The two percentages must total at least 100% for you to qualify based on your combination of education and experience.) Only graduate education in excess of two years (i.e., 36 semester hours or above the Master's level) may be combined with experience.

    To qualify for this position at the grade GS-12, you must have at least one full year (12 months) of specialized human resources work experience equivalent in difficulty and complexity to the GS-11 grade level or pay band in the Federal service. Specialized experience is defined as experience in or directly related to the work of the position to be filled. Examples of qualifying experience are as follows:
    • Devising and executing project plans and change management strategies for the challenges faced by clients implementing an automated system.
    • Recommending Human Resources Information Technology (HRIT) system configurations and business processes that best meet client needs.
    • Providing system demonstrations, training, and coaching on basic and advanced functionality to customers both on-site and virtually.
    • Working with the customer to define problem statements and gather preliminary requirements for basic and advanced system enhancement requests.
    Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.

You will receive credit for all qualifying experience, including volunteer experience.

    Relocation expenses will not be paid.

    The full performance level of this position is GS-12. Appointments will be made at the GS-11 or GS-12 level.
