Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experience applying theories, principles, practices, techniques, rules, regulations, and legislation to ER case law governing CS and FS programs;
- Experience liaising with and providing authoritative expert advisory services to a broad range of officials and experts at all levels internal and external to the Department regarding the administration and management of conduct, suitability, and disciplinary actions;
- Experience utilizing a wide range of quantitative and qualitative methods to design and conduct comprehensive studies for assessing ER program effectiveness and developing modifications and improvements to programs, processes, and systems; and
- Experience serving as a technical authority in developing and applying new concepts and perspectives respective to cases not susceptible to resolution by accepted guidelines on suitability adjudication criteria.
There is no substitute of education for specialized experience for the GS-14 position.

- Knowledge of the theories, principles, practices, and regulations governing CS and FS federal employee relations programs;
- Knowledge of a wide range of administrative laws, rules, policies, regulations and precedents applicable to the administration of federal conduct, suitability and discipline programs;
- Knowledge of analytical and evaluative methods for assessing program effectiveness and developing improvements to programs and management processes and systems;
- Ability to design and conduct comprehensive management studies and develop recommendations for program modifications and improvements;
- Ability to deal with frequently changing priorities and workload fluctuations; and
- Ability to communicate effectively orally and in writing to various audiences.

Qualified candidates are assigned a score between 70 and 100.
