    Applicants MUST meet ALL three (3) of the specialized experience below and your experience MUST be clearly written in your resume.

    Specialized Experience - To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service.  Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.  Specialized experience is defined as demonstrated experience: 1) Serving as a technical expert, conducting research, and developing, writing, and editing materials to convey information concerning complex programs and functions; 2) Facilitating communications with Departments, bureaus, offices or organizations to verify factual information in preparing or editing technical responses or publications and; 3) Ensuring accuracy in information and that concepts are contained in correspondence and documents submitted to top management/senior management of large and complex organization for their signature.

    Merit Promotion candidates must also meet Time-in-Grade requirements by the closing date of the announcement.

    A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior. The preliminary background check consists of a search of Office of Personnel Management and Department of Defense background investigation files and an FBI National Criminal History Fingerprint Check; it may take up to 3 weeks to complete. If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check. Current Federal employees or individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau security office.

Ability to format correspondence to convey intended messages to target audiences with clarity and precision. 
    3. Organizational and External Awareness – Ability to identify and communicate the interrelationship between the agency’s mission and function and best practices related to implementing agency programs, policies, procedures, rules, and regulations. Identify and understand economic, political, and social trends that affect the organization, as well as program priorities and current issues confronting the Secretary and senior officials of the Department. 
    4. Research – Skill in gathering, developing, and checking the accuracy of information. Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry. Verify all references are pertinent to the subject and are current, and delete unnecessary or inappropriate ones. Ability to obtain additional subject matter information as required. 
    5. Attention to Detail – Ability to be thorough when writing and editing correspondence and conscientious about addressing every detail. Follow steps as outlined in the Agency’s Department’s guidance and policy accordingly. Review materials to ensure they are accurate, clear and concise. Perform follow-up to ensure quality of work product and/or actions are completed.
