In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: conducting audits and providing audit liaison services in accordance with applicable statutes and regulations; coordinating activities of the annual CFO Audit, collecting sample documentation, coordinating meetings, and preparing other documentation required by the CFO auditors; coordinating audit findings noted in Single Audit reports with the appropriate officials; assisting in processing Single Audit resolution cases and issuance of management decision letters; demonstrates a detailed knowledge of the guiding laws, regulations, processes and circulars regarding PL 93-638 and OMB Circular A-133 as relates to audits and audit resolution.

You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 semester hours may include up to 6 hour of credit in business law

OR

Combination of education and experience: at least 4 years of experience in accounting or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge;

  • AND include one of the following:
    • 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    • A certificate as a Certified Public Accountant or a Certified Internal Auditor obtained through written examination OR
    • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, AND I have successfully worked at the full-performance level in accounting, auditing, or a related field (e.g., valuation engineering or financial institution examining); AND at least two higher level professional accountants or auditors can verify that I have demonstrated a good knowledge of accounting and of related and underlying fields comparable to a four-year course of study in accounting or auditing.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.
