At the GS-11 - Applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS 09 or equivalent) in the Federal service. Specialized experience includes: analyzing and evaluating the effectiveness of programs or systems; conducting studies to develop or validate new management concepts and operational improvements; performing analytical and evaluative tasks to participate in support activities.
OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
OR a combination of education and experience.
At the GS-12 - Applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS-11 or equivalent) in the Federal service. Specialized experience includes: analyzing and evaluating the effectiveness of program operations; developing analytical and investigative techniques to perform a wide variety of studies; advising on the potential benefits/use of automation to improve the efficiency and effectiveness of program operations.
THERE IS NO EDUCATION SUBSTITUTION AT THE GS-12 GRADE LEVEL.
At the GS-13 - Applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS-12 or equivalent) in the Federal service. Specialized experience includes: analyzing and evaluating the effectiveness of program operations; developing analytical and investigative techniques to perform a wide variety of studies; advising on the potential benefits/use of automation to improve the efficiency and effectiveness of program operations; researching and investigating new or improved business and management practices for application to agency programs or operations.
THERE IS NO EDUCATION SUBSTITUTION AT THE GS-13 GRADE LEVEL.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
