    Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level.).

    Specialized experience: In order to meet the specialized experience requirement, you will need to have completed 52 weeks of progressively responsible specialized experience at or equivalent to the next lower grade level. This experience may be gained under GS, PHHRS, another pay band system, or any combination of GS, pay band, or other experience.

    For the GS-09 level: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that demonstrates:
    • Experience writing various documents based on the interest and needs of the intended audience.
    • Preparing for higher level review, written responses to official and legal correspondence from a variety of governmental, professional business, civic, and/or other public interest organizations.
    • Editing text for grammatical correctness, clarity, appropriate reading level, and consistency with regulation, style and format requirements for the selected media and publications.
    • Assisting in the coordination and development of information between various resources to respond to congressional questions for the record or queries for general or detailed information regarding organizational responsibilities, practices, and procedures.
    For the GS-11 level: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that demonstrates:
    • Experience writing varied and complex documents based on the interest and needs of the intended audience.
    • Knowledge and skill sufficient for establishing and maintaining effective working relationships with a variety of individuals and groups interested in or affected by Agency programs, creating meaningful communication interchanges between them and the Agency.
    • Preparing for higher level review, written responses to official and legal correspondence from a variety of governmental, professional business, civic, and/or other public interest organizations.
    • Editing text for grammatical correctness, clarity, appropriate reading level, and consistency with regulation, style and format requirements for the selected media and publications.
    • Coordinating and developing information between various resources to respond to congressional questions for the record or queries for general or detailed information regarding organizational responsibilities, practices, and procedures.
    For the GS-12 level: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that demonstrates:
    • Knowledge and skill sufficient for establishing and maintaining effective working relationships with a variety of individuals and groups interested in or affected by Agency programs, creating meaningful communication interchanges between them and the Agency.
    • Experience collaborating with a variety of groups at multiple levels of an organization.
    • Experience writing extensive, varied, and complex documents based on the interest and needs of the intended audience.
    • Experience managing writing assignments, identifying and prioritizing critical content, and ensuring alignment with interests of intended audiences and consistency with policy and program goals.
    • Independently preparing written responses to official and legal correspondence from a variety of governmental, professional business, civic, and/or other public interest organizations.
    • Skill reviewing the written work of lower graded employees.
    • Editing text for grammatical correctness, clarity, appropriate reading level, and consistency with regulation, style and format requirements for the selected media and publications.
    • Coordinating and developing information between various resources to respond to congressional questions for the record or queries for general or detailed information regarding organizational responsibilities, practices, and procedures.

    Combination of Education & Experience: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    NOTE: To qualify on education as a stand alone the education must demonstrate the knowledge, skills, and abilities necessary to do the work. For the amount of education required to qualify at the specific grade levels please see below.

    GS-09 Level: 2 full years of progressively higher level graduate education leading to a Master's degree, a Master's or equivalent graduate degree, or or a LL.B. or J.D. degree.

    GS-11 Level: 3 years of progressively higher level graduate education leading to a Ph.D. degree, Ph.D. or equivalent doctoral degree, or LL.M. degree

    GS-12 level: There is no education substitution for this grade level.
