  • To qualify for this position at the grade GS-9, you must meet at least one requirement below:

    A. Education: Master's or equivalent graduate degree or completion of at least two full academic years of progressively higher level graduate education leading to a master's degree or LL.B or J.D, if related, in human resources, business, public administration, management, or a directly related field of study which demonstrates the knowledge, skills, and abilities required by this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study.

    B. Specialized Experience: Have at least one full-time year (12-months) of specialized human resources work experience at or equivalent to the GS-7 grade level in the Federal service (obtained in either public or private sectors). Examples of qualifying experience are as follows:
    • Assisting with projects in support of performance management and human resources business lines and program areas.
    • Assisting with the review and delivery of training/workshops related to performance management and human resources products or services.
    • Researching and gathering information in support of performance management processes.
    • Providing support to HR specialists or professionals in research of performance management practices and policies.
    • Assisting in identifying and analyzing data on performance trends, demographics, critical positions or occupations, proficiency levels or competency gaps within an organization.

    C. Combination of Education and Experience: You may qualify for this position if you have a combination of the education described in "A" above and experience described in "B" above such that the percentage of required experience plus the percentage of required education equals 100%. (To calculate, first determine your total number of graduate semester hours, and divide that number by 18. Next, divide the total number of months of qualifying experience by 12. Then, add your percentage of education and experience. The two percentages must total at least 100% for you to qualify based on your combination of education and experience.) Only graduate education in excess of one year (i.e., 18 semester hours) may be combined with experience.

    To qualify for this position at the grade GS-11, you must meet at least one requirement below:

    A. Education: Ph.D. or equivalent doctoral degree or completed at least three full academic years of progressively higher level graduate education leading to a Ph.D. or LL.M. if related, or equivalent doctoral degree in human resources, business, public administration, management, or a directly related field of study which demonstrates the knowledge, skills, and abilities required by this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study.

    • Participating in developing or delivering workshops on performance management competencies, employee performance plans, or appraisals.
    • Analyzing data on performance trends, demographics, critical positions or occupations, proficiency levels or competency gaps within an organization in support of workforce planning strategies.
    OR
    C. Combination of Education and Experience: You may qualify for this position if you have a combination of the education described in "A" above and specialized experience described in "B" above such that the percentage of required experience plus the percentage of required education equals 100%.     To qualify for this position at the grade GS-12, you must have at least one full year (12 months) of specialized human resources work experience equivalent in difficulty and complexity to the GS-11 grade level or pay band in the Federal service. Specialized experience is defined as experience in or directly related to the work of the position to be filled. Examples of qualifying experience are as follows:
    • Managing projects supporting performance management and human resources business lines and program areas, including defining project scope, products or services, requirements and deliverables.
    • Developing and delivering training/workshops related to performance management and human resources products or services to employees or external customers.
    • Performing performance management functions (e.g. conducting plan reviews, evaluating policies, writing performance elements and standards, etc.) in identifying performance management needs.
    • Developing recommendations in support of aligning the organizational measures with the strategic mission or objectives of the organization.
    • Developing or delivering workshops on performance management competencies, employee performance plans, or appraisals.
    • Analyzing data and developing presentations on performance trends, demographics, critical positions or occupations, proficiency levels or competency gaps within an organization in support of workforce planning strategies.
    You must meet all qualification and eligibility requirements by the closing date of this announcement.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Relocation expenses will not be paid.

    The full performance level of this position is GS-13. Appointments will be made at the GS-09, GS-11 or GS-12 level.
