    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service. Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. 

    For this position, specialized experience is defined as: Experience in the management, administration and policy development for education/training program(s) with a nationwide scope.

    Evaluation Factors (Competencies) - All qualified applicants will be evaluated on the following key competencies:

    1. Program Knowledge - Demonstrates experience in and knowledge of Job Corps program and mission. This includes knowledge of pertinent laws, regulations, and policies sufficient to provide authoritative guidance on operational issues.

    2. Organizational Performance Analysis - Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.

    3. Written Communication - Ability to write consistent, accurate and clear complex correspondence letters, memorandums, white papers, and policy analysis findings for senior management and external customers.

    The information you provide may be verified by a review of your work experience and/or education, by checking references and through other means (ex. interview).  Your evaluation may also include a review by an HR Specialist or panel and may include other assessment tools (ex. interview, structured interview, written test, work sample, etc). The examining Human Resources Office (HRO) makes the final determination concerning applicant ratings.  Your resume MUST provide sufficient information to substantiate your vacancy question responses.  If not, the HRO may amend your responses to more accurately reflect the level of competency indicated by the content of your resume.
