Occasional travel - Required to perform TDYs of varying duration. Travel in and out of CONUS to include operational foreign countries in support of SC requirements analysis, equipment evaluation, and training.

  • This position has been classified as critical/sensitive; therefore, employee must be able to acquire and maintain a Top Secret security clearance with eligibility for SCI, Focal Point, and SAP access.
  • The employee may be required to work other than normal duty hours, which may include evening, weekends, and/or holidays.
  • Employee is expected to be responsive to frequently changing priorities and resource levels, simultaneous high priority assignments, and stressful, sensitive assignments.
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Selectee must sign a statement acknowledging the position occupied as a TDP.
  • As a mandatory requirement for employment in the TDP, the employee is (a) to refrain from the use of illegal drugs and (B) if requested, to submit to urinalyses testing.
  • This position may include information assurance (IA) work as an additional duty. Per DoD 8570-01-M, the recipient of this additional duty must achieve the appropriate IA certification within 6 months of assignment of these duties.
  • This is a key position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available
  • In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for GS-0391, Telecommunications Series.

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology; experience in radio frequencies characteristics, commercial encryption, data infiltration and exfiltration, TTL, audio/video surveillance and/or other very specific aspects of SC to accomplish work processes through the use of SC devices, methods, services, and facilities and review, analyze, and resolve difficult and complex communications problems.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Knowledge of National and Theater SOF structure, organization, mission, doctrine, and equipment and have the ability to work under pressure and make sound logical decisions with minimal supervision/direction.

    2. Expert knowledge of and practical experience in SOF SC equipment and related tactics/techniques/procedures (TTPs) and DoD and Interagency SC technical and operational deconfliction processes. Knowledge and deployed experience with tactical SOF C4I systems.

    3. Knowledge of and practical experience in current and emerging RF and cyber-based SC technologies, and skill in applying and adapting standard approaches to gather, analyze, and evaluate information concerning complex processes and operations. Knowledge of and practical experience in classified, SOF compartmented Focal Point and Special Access Programs (SAP).

    4. Knowledge of a wide range of telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements; and of the operational and performance characteristics of telecommunications to develop procedures, procedures/policies/practices for and the policies, laws, and regulations governing the employment of SC capabilities and the ability to define, coordinate, plan, and satisfy user requirements for SC systems and to review and develop related policies and procedure.

    5. Ability to analyze a variety of unusual telecommunication and SC conditions, problems, questions, or conditions associated with formulating projects or studies to substantially alter unique SC and telecommunication systems.

    6. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
