SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology; experience in radio frequencies characteristics, commercial encryption, data infiltration and exfiltration, TTL, audio/video surveillance and/or other very specific aspects of SC to accomplish work processes through the use of SC devices, methods, services, and facilities and review, analyze, and resolve difficult and complex communications problems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of National and Theater SOF structure, organization, mission, doctrine, and equipment and have the ability to work under pressure and make sound logical decisions with minimal supervision/direction.
2. Expert knowledge of and practical experience in SOF SC equipment and related tactics/techniques/procedures (TTPs) and DoD and Interagency SC technical and operational deconfliction processes. Knowledge and deployed experience with tactical SOF C4I systems.
3. Knowledge of and practical experience in current and emerging RF and cyber-based SC technologies, and skill in applying and adapting standard approaches to gather, analyze, and evaluate information concerning complex processes and operations. Knowledge of and practical experience in classified, SOF compartmented Focal Point and Special Access Programs (SAP).
4. Knowledge of a wide range of telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements; and of the operational and performance characteristics of telecommunications to develop procedures, procedures/policies/practices for and the policies, laws, and regulations governing the employment of SC capabilities and the ability to define, coordinate, plan, and satisfy user requirements for SC systems and to review and develop related policies and procedure.
5. Ability to analyze a variety of unusual telecommunication and SC conditions, problems, questions, or conditions associated with formulating projects or studies to substantially alter unique SC and telecommunication systems.
6. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
