Job Description:
The DPWES Building Design and Construction Division, Building Construction Branch, is seeking a person with a degree in architecture, civil, structural, mechanical or electrical engineering acting as the owner’s representative for the construction or renovation of capital building projects.  This position provides overall construction management of a wide variety of county building projects, including fire stations, libraries, police stations, community centers, administrative offices, and vehicle maintenance facilities.

Responsibilities include: prequalifying contractors, performing QC reviews of bidding documents; bidding and evaluating bids; claim avoidance; negotiating change orders and managing the construction process; assuring that projects are completed within established budgets and schedules; ensuring customer satisfaction and ensuring construction quality and conformance to construction documents and closing out construction contracts through the warranty period. The successful applicant must be highly motivated; possess the skills necessary to work in a fast-paced collaborative team environment; and be oriented toward providing outstanding customer service to end users and project stakeholders.

Minimum Qualifications:
Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor’s degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate field. Must be able to traverse the rough terrain of construction sites and be able to climb ladders and stairs.

Licensures/Certifications:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.  Also a driver’s license is required for this position.

Required Knowledge Skills and Abilities:

Knowledge of the principles, practices and techniques relating to construction project management and contract administration;

Ability to review construction documents, designs and proposals for costs, design requirements and compatibility with county standards, guides and operational needs;
Ability to meet and interact with the public;

*Note: This position is scheduled to work 30 hours per week (not to exceed 1560 hours per calendar year). Individuals in these positions are eligible for limited employee benefits, including medical, vision, and dental insurance coverage, and participation in flexible spending programs, but are not eligible to earn leave or receive holiday pay.
