  • Position is designated Special Sensitive-incumbent must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • This positions is a Defense Civilian Intelligence Personnel System (DCIPS) position classified under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.
  • A newly appointed or reappointed employee may receive service credit for prior work experience or active duty uniformed service that otherwise would not be creditable for the purpose of determining his/her annual leave accrual rate.
  • For Creditable service for leave accrual - All creditable service must be directly related to the duties of the position being filled and decisions to allow for such credit must be finalized prior to the selectees entrance on duty.


  • KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Expert and comprehensive working knowledge of DoD and AF programs, resources and plans management policies, procedures, and directives to serve as the senior advisor to the NGB/A2 on all matters concerning manpower, DoD/AF Planning, Programming and Budgeting Systems (PPBS), contracting, depot equipment/DLR management, and budget.

    2. Must have extensive experience in principles/techniques of management and ability to exercise managerial skills to accomplish work through combined technical and administrative direction of others and subordinates.

    3. Incumbent must possess superb interpersonal and communicative skills, both oral and written; have the ability to establish and maintain effective working relationships, and negotiate effectively and professionally.

    4. Expert and comprehensive knowledge of the DoD/AF PPBS to include Automated Budget interactive Data Environment System (ABIDES), Resource Allocation Programming Information Decision System (RAPIDS), Program Elements, and the Air Force and National Guard Bureau Corporate Structure. PPBS experience at HQ NGB, MAJCOM or Air Staff is highly desired..

    5. Expert, comprehensive working knowledge, and extensive experience in the development, staffing and execution management of multi-million dollar budgets within the DoD system to include O&M, Procurement, MILCON, R&D, and MlLPERS workday resources. MIP experience is highly desired.

    6. Mastery knowledge of airborne and ground-based ISR weapons systems to include capabilities, missions and interoperability roadmaps and architectures; expert on tactical operations.

    7. Working knowledge of the range of applicable laws, policies, regulations, and precedents applicable to acquisition, resource management, budget, and government contracting programs.

    8. Commanding knowledge of DoD, USAF, ANG structure, missions, programs, policies, and organizational relationships is a must in order to obtain and/or negotiate agreements and policies to ensure accomplishment of the NGB/A2 mission.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

    Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
