    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience for this position is defined as experience 1) advising senior management on compliance assistance programs, strategic direction, business process improvement, and branding strategies; 2) developing and implementing compliance assistance processes, strategies and tools; AND 3) researching and evaluating regulatory, enforcement, and compliance assistance programs.

    Education cannot be substituted at the GS-14 grade level.

    Evaluation Factors (Competencies) - All qualified applicants will be evaluated on the following key competencies:

    Client Engagement/Change Management - Knowledge of the impact of change on people, processes, procedures, leadership, and organizational culture; knowledge of change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating change in the organization.

    Organizational Awareness - Knows the organization’s mission and functions, and how its social, political and technological systems work and operations effectively within them; this includes the programs, policies, procedures, rules and regulations of the organization.

    Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the of organization to accomplish goals; monitors progress and evaluates outcomes.

    Program Compliance - Knowledge of compliance assistance regulatory responsibilities for enforcing compliance.

    Oral and Written Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentation.  Recognizes or uses correct English grammar, punctuation, and spelling in written work products; communicates information in a succinct and organized manner; produces written information which may include technical material that is appropriate for the intended audience.

    The information you provide may be verified by a review of your work experience and/or education, by checking references and through other means (ex. interview).  Your evaluation may also include a review by an HR Specialist or panel and may include other assessment tools (ex. interview, structured interview, written test, work sample, etc).  The examining Human Resources Office (HRO) makes the final determination concerning applicant ratings.  Your resume MUST provide sufficient information to substantiate your vacancy question responses.  If not, the HRO may amend your responses to more accurately reflect the level of competency indicated by the content of your resume.
