    To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    GS 12: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Creating job analyses for classified positions; (2) Advising managers on federal recruiting strategies; (3) Creating requests for personnel actions (SF-52's) in an automated system; (4) Advising managers on creating/establishing best qualified (BQ) criteria for hiring; and (5) Reviewing performance appraisals for employees.

    GS-11:To qualify at the GS-11, applicants must have one year of experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Creating job analyses for federal positions; (2) Advising managers on federal recruiting strategies; (3) Creating requests for personnel actions (SF-52's) in an automated system; (4) Advising managers on creating/establishing best qualified (BQ) criteria for hiring.

    OR Applicants may substitute education for the experience required at the GS-11 level:PhD or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such degree or LL. M. if related.

    OR Applicants may combine education and experience at the GS-11 level:Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11

    GS-09: To qualify at the GS-09, applicants must have one year of experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Assisting in the creation of job analyses for classified positions; (2) Advising managers on federal recruiting and staffing regulations; (3) Creating/reviewing requests for personnel actions (SF-52's) in an automated system.

    OR applicants may substitute education for the experience required at the GS-09 level. Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such degree or LL. B or J.D. if related.

    OR applicants can combine education and experience at the GS-9 level: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.     Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
    Time-in-grade:
    GS-12:
    Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level.
    GS-11: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-9 level.
    GS-9: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-9 position you must have served 52 weeks at the GS-7 level.
    To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. See the required documents section for more information.
    Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
