Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants must have one year of specialized experience equivalent to the grade 12 level, or higher, in the Federal service. Specialized experience is experience performing human resources management to include external and internal recruitment and placement using an automated recruitment system; processing personnel actions; pay-setting; providing management consultative services on recruitment strategies and resources; and conducting briefings and other oral presentations to senior management, supervisors, and/or employees concerning human resources management.

2. Ability to apply staffing and placement laws, executive orders, regulations, and policies.
3. Ability to provide consultative services to HR stakeholders.
4. Knowledge of HR information systems to provide technical assistance on the HR automated system’s procedures and applications.
5. Ability to communicate orally to provide advice and guidance to others as well as conduct oral presentations.
