    Specialized experience at the GS-12 level is experience which has demonstrated the ability to implement budgetary and financial policies; interpret and assess the impact of new and revised legislative and procedural directives on the formulation and execution of budgets, accounting and reporting requirements. Specialized experience includes: applying knowledge of automated accounting and information systems in order to modify financial systems and maintain financial records; executing, maintaining, and auditing financial transactions; monitoring expenditures; reconciling, documenting and authorizing funds and records of expenses; and reviewing financial reports and resolving discrepancies.

    Other examples of specialized experience at the GS-12 level include:

    - Preparing obligating and payment related documents, including travel items, for processing and recording in the financial and travel systems;
    - Experience filing financial statements and compiling financial data;
    - Experience maintaining internal financial control systems;
    - Experience using financial software and systems for developing budgets and forecasting;
    - Providing guidance and oversight of the process by which invoices receive prompt payment;
    - Preparing financial management documents to provide managers with the status of funds and updates on other financial matters;
    - Assisting with the preparation and review of financial and management reports and financial analysis, including system review, updating and maintenance, and the production of documents, statements and reports; and
    - Ensuring that all financial transactions and reports are accurate, thorough, and conform to internal and external requirements

    Financial Management Specialist, GS-501-13

    Specialized experience at the GS-13 level is demonstrated professional experience in financial management sufficient to implement budgetary and financial policies; interpret, assess and provide guidance on the impact of new and revised legislative and procedural directives as they pertain to the formulation and execution of budgets, accounting and reporting requirements. Specialized experience includes: applying knowledge of automated accounting and information systems in order to modify financial systems and maintain financial records; executing, maintaining, and auditing financial transactions; monitoring expenditures; reconciling, documenting and authorizing funds and records of expenses; and reviewing financial reports and resolving discrepancies.

    Examples of specialized experience at the GS-13 level include:

    - Experience assisting with reviews and evaluations of accounting policies and programs, including audit follow up and account reconciliation;
    - Preparing obligating and payment related documents, including travel items, for processing and recording in the financial and travel systems;
    - Experience filing financial statements and compiling complex financial data;
    - Experience testing, implementing, coordinating and maintaining internal financial control system;
    - Experience using complex financial software and systems for developing budgets and forecasting;
    - Providing guidance and oversight to managers on the process by which invoices receive prompt payment;
    - Preparing financial management documents to provide managers with the status of funds and updates on other financial matters;
    - Preparing and reviewing financial and management reports and financial analysis, including system review, updating and maintenance, and the production of documents, statements and reports.
    - Ensuring that all financial transactions and reports are accurate, thorough, and conform to internal and external requirements; and
    - Applying analytical methods and techniques to identify and recommend solutions to financial management issues.

    TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

    Telework Suitability:
    The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

    Stipulations of Employment:

    Selection may require completion of a 1-year probationary period.

    Applicants must be eligible to obtain and keep a Top Secret security clearance. Appointment is subject to the successful completion of a background investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
