Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protects the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 26,000 building and site plans, issuing nearly 60,000 building permits, and conducting over 216,000 building and site inspections each year. Manages the implementation of Fairfax County and State regulation pertaining to site-related construction permits, plans and agreements in diverse Fairfax County, a community with over 1.1 million residents. Duties include management of over 20 team members in customer service and the development and enforcement of site and construction regulations, such as:

  • Proffer review, tracking, and enforcement
  • Addressing
  • Site related plan submission and issuance
  • Bonds and agreements
  • Electronic permitting systems and record retention
Must be able to review the following for regulatory and technical requirements: construction plans, permits, licenses, easement documents, agreements, contracts, proffers, record plats, easement plats, and real estate documents. Develops and recommends enhancements to processes and procedures to streamline the construction plan intake and review process. As part of the Customer and Technical Support Center, will provide outreach and training to both internal and external stakeholders to explain the development process and related regulations, codes, standards and ordinances. Iinterprets state and Fairfax County site-related regulations, codes, standards (such as the PFM) and ordinances and instruct Site and Technical Services staff in how to apply these regulatory requirements. MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in a field of study directly related to the industry being regulated such as engineering, architecture, urban planning, biological or environmental science, business, finance, political science, law enforcement, legal studies or a related field; plus four years of progressively more responsible complaint resolution and/or code enforcement experience in the industry being regulated.

PREFERRED QUALIFICATIONS:
Experience managing professional and/or paraprofessional staff, particularly in the implementation of site related codes. Experience with digital plan review and permit application software. Knowledge and working experience with record retention and data analysis associated with e-data systems. Experience with researching, developing and implementing site codes. Experience communicating both technical and non-technical information to internal and external customers. Experience reviewing applications, deeds, agreements and other related construction and financial documents related to the issuance of permits for site disturbance. DHCD Permit Technician Certification, and DEQ Sediment and Erosion Control Program Administrator Certification.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature visual acuity is required to read data on a computer monitor Incumbent must be able to operate keyboard driven equipment must be able to communicate with others employee must be able to lift up to 50.
