  • GS-12: Your resume must demonstrate at least one year of specialized Distribution Facilities Specialist experience equivalent to the GS-11 grade level or equivalent pay band in the Federal service providing subject matter expertise across organizations for Petroleum, Oil, and Lubricant (POL) facilities management programs to deliver bulk and retail POL products and services to customers worldwide. Specific work experience must demonstrate the following duties: 1) Apply the principles and practices of Petroleum, Oil, and Lubricants (POL) facility operation, maintenance, and overall organization and facility design; 2) Provide general technical knowledge related to work conducted at POL facilities and systems sufficient to provide evaluation and guidance related to facility operations; and 3) Exercise knowledge of POL facility design, construction, maintenance, and repair to make decisions or recommendations significantly changing, interpreting, or developing mission-critical programs.

    GS-11: Your resume must demonstrate at least one year of specialized Distribution Facilities Specialist experience equivalent to the GS-09 grade level or equivalent pay band in the Federal service providing subject matter expertise across organizations for Petroleum, Oil, and Lubricant (POL) facilities management programs to deliver bulk and retail POL products and services to customers worldwide. Specific work experience must demonstrate the following duties: 1) Apply principles and practices of planning, revising, and administering facility distribution and storage programs pertaining to POL systems; and 2) Apply the principles and practices of technical program/project management with proficiency in Defense Logistics Agency (DLA) and naval planning, programming, budgeting, and execution methodologies.

    GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a PH.D. or equivalent doctoral degree, LL.M., or have completed three full years of higher level graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
