    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    You may qualify based on your experience, as described below:
    • Specialized Experience for the GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examples of qualifying specialized experience for the GS-12 level include work that involves experience with written and oral material, such as; speeches, news releases, news and feature articles, intranet/internet social media skills, responses to inquiries that effectively convey information concerning programs and functions to any major organization.
    • Specialized Experience for the GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examples of qualifying specialized experience for the GS-13 level include work that involves preparing, editing, auditing and monitoring timely web content; coordinates, develops, designs, implements, and promotes the facility internet and intranet web sites and social media communities; establishes and maintains good working relationships with local media representatives; makes recommendations for projects; leads editorial committees; creates comprehensive internal communications and social media strategies to increase visibility and stakeholder traffic as well as employee engagement; identifies broken links and/or missing images; insures materials posted are 508 compliant; coordinates and plans projects related to print and digital publications, web-based information dissemination and site content management and maintenance, to ensure compliance.
    You will be rated on the following Competencies for this position:
    • Knowledge of preparing news releases, speeches and feature stories for publications, web and social media.
    • Ability to determine newsworthiness of information and conduct interviews to market media initiatives to various media outlets.
    • Skill in writing and editing content, video scripts and public service announcements for education information and marketing.
    • Knowledge of Freedom of Information and Privacy Acts as well as standard style writing guides.
    • Ability to establish and maintain effective working relationships with a wide variety of individuals.
    Preferred Experience/Education: At least two to three-years experience specifically writing and editing content for internal and external communications such as speeches, press releases, web and social media stories/posts, education scripts for A/V productions, preparing media kits and organizational fact sheets. Demonstrated experience in preparing content for magazines, medical publications to include photographs and analysis of publications and social media platforms. Demonstrated ability to conduct interviews to produce good news stories and market medical initiatives. At least a Bachelor of Art or Science degree in Communications, English or a related area.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    Physical Requirements: The work is sedentary. No special physical demands are required to perform the work. Duties may required lifting and carrying computer equipment such as monitors and printers.

    Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
