Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade/pay band (FG/GS-5/7/9 or FV-F) in the Federal Government or non-Federal equivalent. Specialized experience is defined as that which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position, and is typically in or directly related to the line of work of the position to be filled.
SPECIALIZED EXPERIENCE is defined as:
- experience evaluating the qualifications of candidates;
- experience setting pay; and
- experience adjudicating veterans' preference.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Applicants may also qualify based on education or a combination of education and experience, as follows:
Completion of a Ph.D. or equivalent doctoral degree from an accredited college or university.
3 full years of progressively higher level graduate education leading to such a degree.
LL.M., if related.

Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited U.S. educational institution in terms of equivalence to a degree acquired at an American college or university.
