Supervisory/Managerial Probationary Period: You may be required to serve a twelve -month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

Time-in-Grade: Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met by 11:59 PM (Eastern Time) on the closing date of this announcement 03/18/2019.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

SELECTIVE PLACEMENT FACTOR
: You must have experience managing the assessment of the design and effective operation of internal controls over financial reporting in accordance with OMB Circular No. A-123, Management's Responsibility for Enterprise Risk Management and Internal Control. This experience must be documented in your resume. Failure to do so may result in an ineligible rating.

Relocation expenses are authorized if you are a USCIS employee assigned to the Refugee, Asylum and International Operations program and have been approved for rotation from an overseas assignment. Relocation expenses for USCIS employees assigned to an OCONUS location will be considered on a case-by-case basis.
GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties.
  • Planning internal control over financial reporting (ICOFR) reviews/assessments in accordance with the requirements of OMB Circular No. A-123, Management's Responsibility for Enterprise Risk Management and Internal Control;
  • Assessing the design and/or operating effectiveness of internal controls through interviews, sampling/testing of data, and documentation of results;
  • Applying internal control theories and practices to perform ICOFR assessments; determine the effectiveness of internal control over business processes; brief supervisors, system owners, and management on the significance of findings; and make recommendations for corrective action;
  • Managing the update of existing or development of new policies and procedures that are established to implement internal controls over financial reporting.

Federal Experience

National Service Experience (i.e., volunteer experience)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build criteria competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer service. Please provide the dates and amount of time/hours worked earning this experience.

Basic Occupational Requirement:
You must show proof in your application that you have the following basic occupational requirements (transcripts, certifications, licenses, etc):

A. A degree in accounting or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. the 24 hours may include up to 6 hours of credit in business law. (The term 'accounting' means 'accounting and/or auditing'). OR
B. At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
1. 24 semester hours in accounting or auditing courses of appropriate type and quality (which may include 6 hours of business law); or
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g.,15 semester hours, but that does not fully satisfy the 24 semester hour requirement), provided that:
a) You have successfully worked at the full-performance level in accounting, auditing, or a related field;
b) At least two professional accountants or auditors have determined that you demonstrate a good knowledge of accounting that is equivalent to the four years course of study described in A above); and
c) Except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
