    To Qualify for the GS-13:  Applicants must possess specialized experience equivalent to 1 year of experience at the next lowest grade level (GS-12) that is similar to experience gained in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to the line of work.   Examples of specialized experience include all of the following:

    • Working on complex, multi-faceted prototypes systems, such as a multi-functional development project in software analysis, design, development, and implementation for a new system or major enhancement to an existing system.
    • Assisting higher graded IT specialists with the enterprise programs, development and/or design of large, new, and usually complex IT systems.
    • Assists with the evaluation of waiver requests for IT security risk implications and apprises management officials of the related findings.
    • Works with supervisor and higher graded IT Specialists on broad source requirements, policies, procedures, budget, and operational schedules for assigned projects. 

    In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.

    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you meet the minimum qualifications, your experience, education and training will be rated using the on-line self assessment questions that are based on the following competencies or knowledge, skills, and abilities needed to perform this job:

    • Knowledge of multi-disciplinary IT areas: mobility architectural concepts and design requirements, mobility infrastructure, platform, and application security, commercial, private and hybrid Mobility IT integration practices and procedures, procurement policies and regulations in the acquisition of IT/Automated Information System (AIS) hardware, software, and services.
    • Ability to execute complex IT engineering projects to support Coast Guard-wide technical infrastructure, engineering, and architecture requirements.
    • Knowledge of and ability to apply quantitative and qualitative analytical skills sufficient to analyze, evaluate, and make recommendations on major aspects of proposed procurements such as enterprise IT architecture, and determination of best operating mode, system software and/or equipment configuration.
    • Knowledge of evaluating, configuring, developing, testing, documenting, supporting, troubleshooting, and upgrading various types of computer hardware, network components, and computer software in a configuration-managed environment.
    • Ability to plan, organize and manage work assignments to meet tight deadlines and accomplish special project assignments.
