Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the duties and assignments of the position. Additionally, applicants must meet the basic education requirements to be eligible for consideration for this position.
To meet the minimum qualifications of this position, you must possess all of the mandatory executive core and professional/technical qualifications and meet the basic education requirement for this position.
Basic education requirement for the 1301 series: A. Bachelor's degree in: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Applicants who do not meet the basic education requirement will be automatically disqualified from consideration.
As a basic requirement for entry into the SES, applicants must provide evidence of leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the ECQs and PTQs.

Executive Core Qualifications (ECQs):
ECQ 1 - Leading Change: involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Leadership Competencies: Creativity and Innovation, External Awareness, Flexibility, Resilience, Strategic Thinking, and Vision.
ECQ 2 - Leading People: involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflict. Leadership Competencies: Conflict Management, Leveraging Diversity, Developing Others, and Team Building.
ECQ 3 - Results Driven: involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Leadership Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, and Technical Credibility.
ECQ 4 - Business Acumen: involves the ability to manage human, financial, and information resources strategically. Leadership Competencies: Financial Management, Human Capital Management, and Technology Management.
ECQ 5 - Building Coalitions: involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Partnering, Political Savvy and Influencing/Negotiating.
Fundamental Competencies: These competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Communication, Integrity/Honesty, Written Communication, Continual Learning and Public Service Motivation.
Professional and Technical Qualifications (PTQs):
PTQ 1. Demonstrated experience providing authoritative direction and management for a scientific and engineering laboratory of significant size, resources, scope, and complexity.
PTQ 2. Demonstrated experience achieving operational results as evidenced by experience applying analytic, diagnostic, and qualitative techniques sufficient to identify, evaluate, and recommend appropriate solutions to resolve the most complex, interrelated technical problems and solutions and make associated recommendations at all staff levels.
PTQ 3. Expert knowledge in physical measurements and research as evidenced by leadership positions, technical experience, and results in the field, including publications, presentations, and/or substantial participation and recognition in the national and/or international physical measurements research and technology community.

Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.

Background investigation: This position requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

The appointee will be required to file a Public Financial Disclosure Report (SF-278) within 30 days of their appointment, annually thereafter and upon termination of Federal Government employment.
Qualifications approval and probationary period: Persons newly selected for career appointments within the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one year probationary period.
Drug Testing: Applicants selected for employment in this position may be subject to designated and/or random drug urinalysis to screen for illegal drugs.
Veterans' Preference: Veterans' preference is not applicable to positions in the Senior Executive Service.

Applicants will be evaluated by a panel of Senior Executives to determine the degree to which they possess the mandatory Executive Core Qualifications (ECQs) and Professional/Technical Qualifications (PTQs).
You will be evaluated on the quality and extent of your total accomplishments, experience and education. Highly qualified candidates may undergo an interview and a reference check. The Executive Resources Board will review results and make recommendations on final selections to the appointing authority. Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB after selection and before appointment can occur.
