  • This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program.
  • This is an Acquisition Workforce position in the Business - Financial Management career field. The incumbent is required to become certified, Level II in the applicable career field within 24 months
  • The incumbent must obtain a minimum of 80 continuous learning points (CLPs for every 2 year CLP period, with a goal of at least 40 annually.
  • 1. You may qualify at the GS -09 , if you fulfill the following qualifications:

    A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service as listed below:
    • Basic knowledge of the DoD Planning, Programming, Budgeting and Execution System (PPBES) and its associated cycles; Assists with formulating and justifying budgets; Supports analysis of budget submissions and financial data; Assists with certifying and executing funds, and Assists senior analysts in researching financial issues, OR
    B. Masters or equivalent graduate degree OR 2 years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., OR

    C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

    2. You may qualify at the GS -11 , if you fulfill the following qualifications:

    A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service as listed below:
    • Comprehensive knowledge of the DoD PPBES and its associated cycles; Formulate and justifies budgets; Analyzes budget submissions and financial data; Certifies and executes funds; Provides financial advisory services for a small organization; Under supervision researches financial issues; OR
    B. Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR

    C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

    3. You may qualify at the GS -12 , if you fulfill the following qualifications:

    • comprehensive knowledge of the DoD PPBES and its associated cycles; Formulates and justifies budgets; Analyzes budget submissions and financial data; Provides financial advisory services for a large organization; Independently researches financial issues and provides recommendations to senior managers.
    4. You may qualify at the GS -13 , if you fulfill the following qualifications:

    A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
    • Expert knowledge of the DoD PPBES and its associated cycles; Experience as a lead in formulating and justifying budgets; Analyzes budget submissions and financial data; Certifies and executes funds; Provides financial advisory services for a large organization; Independently researches financial issues, develops recommendations, and briefs those recommendations to senior managers.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Substitution of education may not be used in lieu of specialized experience for grade levels GS-12 and GS-13.

    GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

    ACQUISITION POSITION: This position requires Acquisition Workforce Level 2 Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.

    This is an Acquisition, Technology and Logistics (AT&L) Workforce position in the Business - Financial Management career field. The incumbent will be required to become certified, Level II in the applicable career field within 24 months, unless a Position Requirements Waiver is approved to extend beyond 24 months.
