    Specialized Experience:

    For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service.

    Experience for this position includes: planning, designing, executing, and evaluating communications campaigns to convey information to internal and external audiences; establishing effective working relationships with senior managers, executive staff and subject matter experts to ensure the agency’s mission, goals and activities are clearly communicated; managing a team of public affairs or communications specialists responsible for effectively communicating and disseminating program information; developing and maintaining schedules; reviewing project proposals and documentation for consistency with agency goals and overall staffing and/or budget plans; writing news releases, talking points, blog posts or website content; guiding the development of graphic informational materials; developing and maintaining editorial standards; using digital tools as part of integrated communications campaigns; training senior leaders and staff on interacting with the media and giving media interviews; and serving as a spokesperson for an agency or organization to the news media.

    Education can not be a substituted experience at this grade level.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    • Knowledge of the current media environment, skill in coaching others on working with the media and skill in building relationships with reporters and editors.
    • Ability to write, proofread and edit statistical information into clear, concise text for the public, following agency style and requirements.
    • Ability to manage deadlines and the process of clearing communications materials through subject matter experts and senior officials.
