    You must possess the Basic Requirements identified below to be considered qualified for this position, which includes all positive education requirements if applicable. Transcripts must be provided for qualifications based on education. When using previous work experience to qualify for the position, your resume must clearly detail the appropriate experience requirements.

    Basic Qualification Requirements for the GS-05 and GS-07:

    Degree: Engineering. The program must: (1) be from a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) theoretical and practical understanding of the engineering sciences and techniques and their applications to one of the branches of engineering as demonstrated by one of the following:
      • Professional registration/licensure - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
      • Written Test - Passed the Fundamentals of Engineering (FE) examination, or a written test required for professional registration by an engineering licensure board.
      • Specified academic courses - Completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in the degree requirements.
      • Related curriculum - Completion of a curriculum leading to a bachelors degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, and at least 1 year of professional engineering experience acquired under professional engineering supervision.
    In addition to the requirements described above, the following additional education and/or experience are required for the grade(s) specified.

    Specialized Experience Requirement:

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    For the GS-07: Applicants must have one full year of graduate level education (coursework directly related to position being filled); OR Superior Academic Achievement (click the link to determine if you are eligible: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp); OR successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelors degree in engineering; OR one year of specialized experience equivalent to at least the GS-05 level; OR an appropriate combination of graduate level education and specialized experience. Professional engineering experience for grades GS-07 and above is defined as non-routine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability.

    Examples of specialized experience are: Performed basic engineering analyses/evaluations of potential safety regulation deficiencies; interpreted/evaluated test conditions and results; assisted in designing/developing routine construction drawings/specifications for projects; used standard tables/formulas to perform engineering calculations; coordinated testing requirements/parameters; assisted with site visits to ensure construction was in compliance with established contract specifications; applied/adapted a variety of standard computation and analysis methods, including the use of statistical and graphics methods to present engineering data; assisted in gathering data by performing basic surveys/investigations.

    Please note that Superior Academic Achievement can only be applied if you have graduated or completed (or expect to complete within 9 months) all the requirements for a bachelor's degree from an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

    TIME IN GRADE REQUIREMENT GS-07 ONLY: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

    This position has a positive education requirement, as outlined above under basic qualifications. The term positive education requirement refers to an Office of Personnel Management (OPM) determination that the duties of a scientific, technical, or professional position cannot be performed by an individual that does not have the prescribed minimum education.
