    To be deemed qualified, all applicants must meet the Basic Requirements. Applicants must also meet one of the following: (1) Specialized Experience; (2) Education; or (3) Combination of Education and Specialized Experience as described below.

    Basic Requirements:

    A)  A 4-year course of study leading to a bachelor's degree with a major in any field;

    OR

    B)  At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    1) Specialized Experience:

    At the GS-11 level, applicants must have at least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, GS-09, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. Specialized experience is defined as experience in researching and performing recurring and developmental contracting assignments in the award, administration of contracts for goods and services assuring that all activities performed are in compliance with applicable procurement regulations.

    OR

    2) Education:

    3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.  To qualify on the basis of higher level graduate education, education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    OR

    3) Combination of Education and Specialized Experience as described below. 

    3 More than two years (but less than three) of progressively higher level graduate education leading to a Ph.D. degree (or equivalent doctoral degree) and specialized experience as required for GS-11 (less than one year) that when combined totals one year.

    YOUR APPLICATION MUST INCLUDE EVIDENCE OR DETAILED DESCRIPTION OF YOUR SPECIALIZED EXPERIENCE.

    Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

    You must submit academic transcripts demonstrating that you meet the qualifying educational requirements listed in the Basic Qualifications. Specific course work is required to fulfill the eligibility and/or minimum qualification requirements, you must supply transcripts from each academic institution in which the required courses were taken in order to receive credit for that course work. See the 'Qualifications and Evaluations' section of this announcement for more details.

    Please note, you will be deemed ineligible for this vacancy if you do not submit college transcripts as proof of meeting the education requirements listed under Basic Qualifications. This applies to ALL applicants, including those currently or previously qualified in this series and/or grade.

    The information you provide may be verified by a review of your work experience and/or education, by checking references and through other means (ex. interview).  Your evaluation may also include a review by an HR Specialist or panel and may include other assessment tools (ex. interview, structured interview, written test, work sample, etc).  The examining Human Resources Office (HRO) makes the final determination concerning applicant ratings.  Your resume MUST provide sufficient information to substantiate your vacancy question responses.  If not, the HRO may amend your responses to more accurately reflect the level of competency indicated by the content of your resume.
