Condition of Employment: Applicants must currently have a Federal Acquisition Certification in Contracting, Level I (or DAWA Level 1 equivalent). Certificate or equivalent must be attached to your application.
A. A 4-year course of study leading to a bachelors degree with a major in any field; OR
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exception to the basic education requirement: Employees who have continuously held a GS-1102 position since January 1, 2000, will be considered to have met the basic education standard.
For the GS-11 level: In addition to the basic education requirements, applicants must have three full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree (Graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management);
One year of specialized experience equivalent to at least the GS-9 grade level. The applicant must be able to state and verify that you have experience that demonstrates your ability to perform the work at the GS-11 level or equivalent pay band in the Federal service. One must demonstrate at least one (1) year of specialized experience at the GS-09 level with procurement statutes, regulations, contracting methods, policies and procedures. Examples of specialized experience include such duties as:
- conducting negotiations of contract terms and prices;
- performing a full range of pre-award and post-award functions for a variety of products and services;
- conducting market surveys, cost analysis, and multi-year contracting; and
- analyzing difficult contracting issues which includes modifying procedures and identifying alternative courses of action.
A combination of graduate level education and specialized experience as described above. Only graduate education in excess of the requirement for obtaining a masters degree may be used to meet this requirement.
